Drawing a tangent or secant!

I wonder how do Mr.Coxeter draws a tangent or secant throough a line. As far as I'm concerned tangent in a ratio.....and so secant. see the image below:

what is secant here?(i don't know)
tangent means SPORSHOK ,is that meaning applicable here???i don't think......

Tangents and secants are lines. Tangent=স্পর্শক, Secant=ছেদক
