it's wrong.you see,$3^5\not\equiv3(mod14)$ while $a=1,b=2,c=7$.
that $(2a+1)^{2b}-1$ is in form $(odd)^2-1$ which is divisible by $8$,not by $2c$.as we don't know what is $c$ so we can't say so.
