The region $B$ is bounded by the $y$-axis, the line $y = mx$ and the ellipse $y=\frac {x}{2}$ and the ellipse $\frac {x^2}{9}+y^2=1$. Find $m$ such that area of region $A$ is the equal to the area of region $B$.
